NEED & DESIRABILITY STATEMENTS

The need for and desirability of a development proposal forms a key component of any development application. The Environmental Impact Assessment Regulations, 2010 states that when considering an application for development the competent authority must as, a minimum, have regard to section 240 and 24(4) of the Act as well as the need for and desirability of the activity.

The financial viability of a proposed project must be considered within the context of justifiable economic development. While the financial viability considerations of the developer might therefore indicate whether a development is “do-able”, the “need and desirability” will be determined by considering the broader community’s needs and interests as reflected in a credible IDP, SDF and EMF for the area, and as determined by the EIA .

The consideration of proposed developments in context of the various spatial planning tools and policy applicable to the study area forms an integral part of the present environmental processes.
